He skippered the Pirates' successful under-18 side, which picked up a league and cup double during the 2012–13 season, and he also found himself on the fringes of the first team that year, making his senior debut on 12 January 2013 in a 3–0 victory over Fleetwood Town. He went on to make a total of four substitute appearances for the first team in his second year as a scholar, as well as being an unused substitute a further fifteen times.
After impressing both with the youth team and first team, he was offered professional terms in time for the start of the 2013–14 season, along with his youth team colleagues Pat Keary, Jamie Lucas, Alefe Santos, Josh Southway and Matt Macey.
After making four appearances for the first team while still a youth team player, Tom joined the profesional ranks at Rovers in 2013.
