Justin, who hails from Reading, started out as a youth team player at Queens Park Rangers, progressing through to their first team squad in 1986 and making his debut for them against Luton Town in November of that year. He stayed with QPR for six years, making 55 league appearances and scoring five goals before being sold to Rovers by ex-Gas manager Gerry Francis in 1992. He was one of a large number of players that moved between the two clubs in this period. While with the Rangers he took park in the Coca-Cola Classic International Soccer Series in Tampa, Florida, where the QPR squad played under the name of the Tampa Bay Rowdies.

After leaving Rovers in 1996 he spent two years with Leyton Orient, where he played 70 times in Division Three for The Os, before dropping out of the Football League to play for Slough Town.
